What is Project HAARP?...

Does the United States government have the ability to change the weather?  Can they create hurricanes or tsunamis?

There are many explanations of what Project HAARP is.  The acronym stands for High Frequency Active Auroral Research Program.  That it exists, and that it is classified military research, under the auspices of the United States Navy and Air Force, is documented.  HAARP has been connected with psychotronic warfare, mind control, weather modification, satellite defense, missile defense and enhancing communications.  Perhaps it is all of these things.  We know that ie began in 1990 and is funded by the Office of Naval Research jointly with the Air Force Research Laboratory.  Its official purpose is to "analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance purposes."**  The original research for it was done by a Dr. Bernard Eastlund, a physicist working for ARCO (Atlantic Richfield Oil Company).  He was awarded achievement certificate from the Atomic Energy Commission for a co-invention named "fusion torch."  Dr. Eastlund filed the original patent that was the basis for Project HAARP. It was filed in 1987.  The United States government states that the facility is not interested in weather modification research.  But the patent filed says differently:

This invention has a phenomenal variety of possible ramifications and potential future developments. As alluded to earlier, missile or aircraft destruction, deflection, or confusion could result. particularly when relativistic particles are employed. Also. large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction or deflection of same. Weather modification is possible by, for example, altering upper atmosphere wind patterns or altering solar absorption patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device.

Is the government of the United States and other governments involved in weather modification experiments?  The answer has to be yes.  Why?  One very persuasive reason is the United Nations treaty signed in 1977 regarding weather modification as a weapon.  There would be no reason to sign such a treaty if the technology did not already exist or its existence was imminent.
1. Each State Party to this Convention undertakes not to engage in military or any other hostile use of environmental modification techniques having widespread, long-lasting or severe effects as the means of destruction, damage or injury to any other State Party.
2. Each State Party to this Convention undertakes not to assist, encourage or induce any State, group of States or international organization to engage in activities contrary to the provisions of paragraph 1 of this article.
Further evidence can be cited by they statement of Secretary of Defense Cohen in 1997.  "...Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves."  Again, obviously if he fears that terrorists may get such weapons, it is presumed they must already exist.  Further evidence lies in a report that was presented to the United States Air Force in 1996, entitled, Weather as a Force Multiplier: Owning the Weather in 2025, commissioned by the Air Force itself.

OF course you could print it out like you did. However, I would suggest creating a free diigo account, This online program allows you to keep bookmarks permanently in your online library and be able to access them, annotate them, highlight them from your computer. They would be accessible from any computer on Earth with internet access. If you go to their home page, you can watch a video all about it. I think you will love it.
